CIRCULAR OF THE DIRECTOR GENERAL OF CUSTOMS AND EXCISE

CONCERNING
APPOINTING OFFICIAL OF GOODS INSPECTOR FOR IMPLEMENTATION OF PHYSICAL INSPECTION OF GOODS
In relation with increasing customs service especially implementation of physical inspection of goods, herewith procedures for appointing official of goods inspector as follows:
1. Appointing official of goods inspector by Customs Service Application System (for Service Office which apply Customs PDE) or Head of Customs and Excise Section based on:
- a. Official of goods inspector is ready to implement physical inspection, and
- b. goods are ready to be inspected physically.
2. To appoint Official of Goods Inspector follow preparation of Official of goods inspector to inspect physically, with conditions:
- a. Official of Goods Inspector who is ready to inspect physically state "ready" by fill name and push "ready" button/menu in Customs Service Application in standby room of Officials of Goods Inspector;
- b. Customs Service Application give number to owner of goods or the attorney who has reported that goods are ready to be inspected physically by give hardcopy of Declaration of Importing Goods (PIB) and other customs supplementary documents to Official of Receiver Document in window of receiving document in standby room of Official of Goods Inspector (follow row of ready report for inspection of goods physically);
- c. Customs service Application appointed Official of Goods Inspector who is "ready" in row;
- d. The appointed Official of Goods Inspector inspects goods physically, by the Customs Service Application change his/her status to "Working";
- e. After Official of Goods Inspector finished physical inspection, he/she shall immediately return to the standby room to make data entry of Report of Inspection Result (LHP);
- f. After data entry of LHP, Official of Goods Inspector states "ready" by use procedure as described in sub-paragraph a above.
- g. Application will ask the Official of Goods Inspector to do next inspection.
3. Official of goods inspector who leaves the standby room for other purpose than to inspect goods physically with approval from Head of Customs and Excise Section or because it is the end of working hour, shall fill his/her name and push "not in place" button/menu in Customs Service Application prior to leaving the standby room.
4. Head of Customs and Excise Section train, evaluate and report periodically the performance of Official of Goods Inspector based on some inspection aspects as follows:
- a. Time of goods physical inspection;
- b. Ability of inspector to do physical inspection as described in LHP (one indicator is how often LHP is returned back by PFPD for reinspection);
- c. Complaint of importer/attorney/entrepreneur of TPS for physical inspection of importing goods;
- d. Constraints in physical inspection of goods;
- e. Other necessary remarks.
5. In the case that the Service Office apply Customs PDE, but application show inspector not ready/available, Head of Customs and Excise Section appoint physical inspection of goods manually use procedure appointing as described in point 2 use appointing format as described in Attachment of this Circulation of the Director General of Customs and Excise.
6. Head of Customs and Excise Section everyday reports activities as described in point 5 to Head of Service Office; This is for your information and proper implementation.
